Gold Coast Health Plan Announces the Appointment of Marlen Torres as Chief Member Experience and External Affairs Officer

Gold Coast Health Plan (GCHP) named Marlen Torres as its Chief Member Experience and External Affairs Officer. A longtime Oxnard resident, Ms. Torres brings years of public policy and community engagement expertise to her role, where she focuses on improving member satisfaction, advocating for high-quality care, and building strong relationships with local stakeholders.

Ms. Torres, who joined GCHP in 2014, has held several leadership roles within the organization. Most recently, she served as the executive director of strategy and external affairs, monitoring policy changes and representing GCHP in legislative matters. Her experience includes a policy fellowship with the Washington, D.C.-based Association for Community Affiliated Plans (ACAP), during which she wrote a white paper on the links between education, employment, and health. Her research was highlighted during a 2019 U.S. Senate policy forum hosted by ACAP.

“Marlen’s dedication to our community and her vision for enhancing the member experience make her the ideal choice for this role,” said Dr. Felix Nuñez, GCHP’s acting chief executive officer.

Ms. Torres says her commitment to Ventura County goes beyond her professional role. “Our members are my neighbors and family members,” she shared. “I am excited to continue building a member-centered health plan that places our members’ voices, needs, and well-being at the forefront of everything we do.”

Ms. Torres holds an M.B.A. from California Lutheran University and serves on the Ventura County Behavioral Health Advisory Board.
